The Colorado regulatory framework that applies to every carrier

Every admitted Colorado homeowners carrier operates under the same statutes and Division of Insurance bulletins. The most important laws for roof claims:

  • HB23-1273: roof claim transparency. Carriers must clearly disclose deductibles, depreciation, and roof-specific endorsements at issuance and renewal.
  • HB23-1174: 60-day non-renewal notice (up from 30) for reasons other than nonpayment.
  • C.R.S. 6-22 (SB12-038): Colorado Roofing Contractors Act. Written contract required, 72-hour rescission window, no deductible rebating.
  • C.R.S. 6-22-105 and C.R.S. 18-5-211: rebating insurance deductibles is a deceptive trade practice and insurance fraud.
  • C.R.S. 10-2-417: only licensed public adjusters and attorneys can adjust claims. Your roofer is not your insurance representative.
